Accessibility statement.

We aim to meet WCAG 2.1 Level AA across every public page on this site. WCAG 2.1 AA is the de-facto international baseline and satisfies the substantive requirements of ADA Title III in the United States, the European Accessibility Act, the AODA in Ontario, and the UK Equality Act.

We treat accessibility as a build requirement, not a remediation task. Reasonable accommodation requests are answered inside one business day.

• Semantic HTML — header / nav / main / footer landmarks on every page.
• Skip-to-content link surfaced when keyboard-focused.
• Visible focus ring on every interactive element (not the default browser ring; an explicit two-pixel signal outline).
• Keyboard navigation throughout — no mouse-only interactions.
• ARIA labels on the mobile drawer, the close button, the FAQ accordion, the cookie banner, and the consent modal.
• Reduced-motion respected — every animation is gated on prefers-reduced-motion: no-preference.
• Colour contrast verified against WCAG AA on every text token used on every background it appears on (see Trust for the contrast table).
• Pages render without JavaScript — every content surface is fully visible in plain HTML; JS only adds the interactions (drawer, accordion, contact form).

We publish what we have not yet solved.

• Hero animation — the OPS-ONLINE pulsing dot in the status strip is decorative. It runs continuously even on visitors who have not explicitly opted into reduced motion. We will gate this on prefers-reduced-motion in the next release.
• Ticker — the horizontally-scrolling capability ticker on the home page is decorative and is hidden from screen readers, but the motion is uninterruptable. Pause-on-hover and reduced-motion gating planned.
• Photo credits — credit links sit on top of imagery and meet 4.5:1 in our local measurement, but contrast on photographs is inherently variable. Tab-focus reveals a solid background behind credits to compensate.
• PDF resources — we currently link to none. If we publish any, they will be tagged-PDF / accessibility-checked.

• axe-core / axe DevTools — automated WCAG AA scan on every release.
• pa11y — CI checks on the home page and the legal stack.
• VoiceOver (macOS / iOS), NVDA (Windows), TalkBack (Android) — manual screen-reader passes on major releases.
• Keyboard-only navigation walkthrough on every page before release.
• 200% browser zoom + Windows High Contrast mode for visual sanity checks.

• What you were trying to do, and what happened instead.

We will acknowledge inside one business day and provide a target fix date inside three. Where a fix is not yet possible, we will offer an alternative way to access the same information or service.

This statement is reviewed on every material site change and re-confirmed at least every twelve months. The "Updated" date at the top of this page reflects the last review.
